Framerate cant be set on USB BFLY (noetic) #133

Is there anyway to set the framerate via USB? It doesnt seem to work when changing launch params or via rqt_reconfigure

Apparently it takes the max between SpinView_qt and this. So once I set the fps in the app low enough this works
