[ROS2] synchronized spinnaker driver needed #145

The current spinnaker driver is intrinsically a single-camera driver. It can be configured for synchronized multi-camera deployment, but exposure control is lagging, and time stamp synchronization will only work in low-latency situations (USB cameras).
