URDF Description, Diagnostics, ISP Enable, and Launch Files

Added the URDF description of the BlackflyS camera.

Diagnostics:

Updated diagnostics to present warning ranges and operational ranges.
Added analyzer groups and analyzers to group diagnostic status messages under the diagnostic aggregator to support robot_monitor usage.

Added a configuration parameter "ISP Enable" which is required in order to increase frame rate.

Updated launch files:

include auto_white_balance, to display BayerRG8 images in full color.
include detailed description of pixel encodings
include ISP enable, and restrictions on pixel encodings
include detailed description on setting resolution settings using Binning, Offset, and ROI parameters
