Implement infrastructure to run the ROS 2 real-time tests #25

As part of the real-time buildfarm we need to create an infrastructure similar to the ROS buildfarm .

We should analyze what can we use from the following projects:

As a first approach we should be able to have automate a performance_test test running in a real-time target (using Linux and Preeempt-RT). As we don't have a place to host the machines yet we could use some Raspberry PIs to validate this locally.

Acceptance Criteria
