Implement infrastructure to run the ROS 2 real-time tests

As part of the real-time buildfarm we need to create an infrastructure similar to the ROS buildfarm .

We should analyze what can we use from the following projects:

• https://github.com/ros-infrastructure/ros_buildfarm
• https://github.com/ros2/buildfarm_perf_tests/tree/foxy
• https://build.ros2.org/view/Rci/job/Rci__nightly-performance_ubuntu_focal_amd64/
• https://github.com/ci-rt

As a first approach we should be able to have automate a performance_test test running in a real-time target (using Linux and Preeempt-RT). As we don't have a place to host the machines yet we could use some Raspberry PIs to validate this locally.

Acceptance Criteria

• [ ] A repository exists with the infrastructure to run real-time tests in real-time capable targets
• [ ] We are able to to run tests with different configurations (ROS distros, DDS implementations,inter/intra communications, etc)
