Completing, moving a few letters to aux #38

"Base" now includes only the letters of the most commonly used alphabet. Ҋ and ’ were sometimes used in the 1990s (instead of Ј and Һ). Ӹ is not a letter of the standard alphabet, but sometimes used mistakenly (instead of Ӭ). Щ occurs in Russian loanwords only.

Thanks. I've changed the auxiliary single quote right to a modifier apostrophe as well, as per the other issue relating to Sami languages. I've also removed the auxiliary overwrite of the Ter Sami which now inherits all the aux from this orthography.
