Update other/cldr.yaml to CLDR 41 #81

We're not actively parsing the data in other but they are included as references for what some data originally was reviewed against.

If we advance work in comparing to, and possibly contributing back to, CLDR (https://github.com/rosettatype/hyperglot/issues/52) we should take this updated version, of course!
