Add Vagrantfile for testing #1

I think it would be good to have a vagrant file for testing, aslo a part of this role seems a bit untidy. I will fork and make a pull request.

Vagrant might be actually a good idea. This it not a separate role but a playbook to deploy opendistro, the community already has a role. There are plenty of improvements required and I'm happy to go ahead and make it better. Feel free to PR.
