convrnx: add option to sort observation data by satellite index #452

This helped compare rtklib output rinex observation files vs other. Other rinex files could also be filtered through convbin to have the same ordering before a text comparison. Is there a better tool to compare rinex files, something that can actually note the numerical differences and ignore lsb diffs?

Just a follow up. Recently noted the following free and current software which is able to sort RINEX observations by the satellite PRN, and perhaps many other operations of general interest. It can also convert RTCM3 MSM to RINEX, and it has RINEX 4 support. https://terras.gsi.go.jp/software/ringo/en/
