I grabbed the commits from the rustup branch and targeted this at master though of course please change the target branch as needed if they are intentionally being kept off mfaster

I'll be online for another hour or two, and happy to open the PR to rust-lang/rust to bump the submods if we get this merged during that window. Will be away from my machine for the following ~18 hours though, so if it takes a bit longer to merge and someone else wants to open the PR in rust-lang/rust that'd be great

CI failures were unrelated tooltip test failures, though d9d15369a58706e181af5b790f693ee32d9782c9 should fix those too
