removed throttling since it can be achieved by the rampup
fixed delay time for ramp up

wiremock based tests showed an upper limit regarding the rate limit at 100(or 200?) rps. there should be more possible. @bagdemir suggested that it may be caused by wiremock itself because it doesn't allow enough connections. need to test this with a test server with a builtin prometheus and grafana dashboard.
