dashed lines for probes and exon junctions in `plot_primer_locs()`, and allow primer3-py =>2.0.0 #59

closes #56 and #57

In this PR we make it so probes and exon junctions are shown as dashed or wiggly lines in the plot.

We also allow primer3-py to be above v2.0.0, which aids support for later python versions (3.12).
