Implement `package-sync.rb` #4

This script will be tricky.

Rough draft of things that need to be done in order to have some minimal working product. To be extended as I go along.

[ ] Be able to run pacman commands at all
[ ] Build a set of installed packages
[ ] Calculate difference between installed packages and desired packages. This could probably be something like edit distance? I haven't read the Algorithms course for nothing.
[ ] Prepare the correct pacman commands in order to bring the system to the desired state.

Closing this as I will eventually move to using Ansible for all parts of my dotfiles, including installing packages.
