HTML5 Application Caches #12

We should use those. Ideally, the app would be able to function 100% offline (default belltimes etc), but should prefer being online if possible. We'll see.

Doesn't work on Safari, still doesn't update with Firefox (for me).

Note: Just realised that Safari on Mac fails app cache if the website goes anywhere near gzip compression. So either sniff the UA string for Safari and disable all compression, or just don't bother.
