The Terms of use page. If you change the "labels" the text does not update.
I also created a new tenant, but viewed the terms of use page before i put labels in, then i put labels in and the text did not use them.
It seems possible this lack of change maybe related to why I cant get the template file itself to change. We want to change the default text that shows for new tenants and I copied this file https://github.com/samvera/hyrax/blob/hyrax-v3.5.0/app/views/hyrax/content_blocks/templates/terms.html.erb into my docker site and updated it. It has no affect at all
