It looks like they're posting videos of these on the official Governor Andrew M. Cuomo channel on YouTube.
In terms of generating mp3 audio versions of these, there are probably a bunch of tools that can extract audio from YouTube videos. I'd probably use Audio Hijack, which can also record the output of an app on a scheduled basis (i.e. for a regular live broadcast, maybe from an NPR affiliate?).
YouTube used to support RSS for its channels, but it looks like that feature may have been removed. FetchRss.com might work, but I haven't tried it myself. There's probably a way to automate conversion of videos from a feed like that to mp3 files.
Maybe others know of tools that would be useful for that conversion?

We've been doing it for about 2 months now, thanks to Richard Bluestein who is doing the audio, I'm doing the feed. Not sure how he gets the audio, so it's a good division of labor.
It appears that C-SPAN has stopped streaming Andrew Cuomo's daily briefing.
Looking for a site where we can reliably find the recording on a daily basis for the podcast.
