This PR accomplishes 2 more changes from the May 2019 Website Updates document as detailed below:

  1. Adds the new Partners Page per the May 2019 Website Updates as detailed here.
  2. Final and related main navigation changes per the May 2019 Website Updates as detailed here that include:
    • Please add a new page to the ABOUT menu called “Partners”
    • Please add each of the sub-pages in a drop-down menu from the “ABOUT” button
