experiment for migrating mixed case tables #614

re: https://github.com/shift-org/shift-docs/issues/602, i think this is overkill -- so marking it as a draft -- but i was curious what it would take to write a migration that could detect the existence of the mixed case tables, and rename them. this seems to do the trick.
