Add message to WNBR page that there isn't a 2024 ride planned #737

The board and calendar crew have gotten a fair number of emails asking about WNBR this year, since it hadn't been posted yet. Add a notice to the WNBR page to help inform riders of this change, and link to the PP calendar page for other naked rides as alternatives.
