fixes some things to let docker build on a windows machine #822

During shift hack session, found these fixes to enable working locally on a Windows machine using WSL and Windows 11.

I had intended to test this out on local linux just to make sure it won't do anything wacky in prod before we merge but didn't get around to it this week. We're a bit worried since we stubbed out the OS check almost completely that it could misbehave in prod...

latest version looks safe, let's put it in prod and see how it goes!
