This PR

overhauls Pharo makefiles (following what has been done in MA)
adds makefiles for testing Smalltalk/X (dtto)
adds Smalltalk/X support to CI

I got very confused when I read the commit message of 3fccbb7. After reading the diff, I think you meant to say "After this commit, package manifests..." If my reading is correct, can you please amend 3fccbb7 with the reworded message?
