Python 3.11 Upgrade #55

Python 3.11 is now out. Upgrade the project to use it.

Tasks

[x] Remove 3rd party TOML library and use the native TOML module.
[x] Update DearPyGUI version.
[x] Update psutil version.
[x] Update mypy version
[x] Update pudb version
[x] Update py-spy
[x] Update pytest
[x] Update pytest-mock.
[x] Remove ptpython.
[x] Update bpython.
[x] Replace pytest-cov. I think this is dead.
[x] Update pdoc.
[x] Update matplotlib
[x] Update line-profiler.
