Provide a shell.nix file for setting up the project via Nix.

Tasks

[x] Integrate the Nix workflow into the existing Makefile.
[x] Install the correct Python version.
[x] Install the correct version of Poetry
[x] Install the correct version of git.
[x] Install the correct version of Make.
[x] Install cloc.
[x] Install speedscope
[x] Install kernprof

Summary

Leverage the Nix management for top-level dependencies. Use Poetry for Python module dependencies and the maintenance of a virtual env.
