Document plans, runners, and specifically LocalOnly. #408

It's not clear how LocalOnly influences runners and resources, nor is it clear in which situations you want to set LocalOnly to True. Also, the concept itself seems a little bit confusing since there may be situations where you don't want a job to run remotely but you still want output detection.

We are probably about to scrap the entire Runner infrastructure, so documenting this now would be a bit of a waste. We should definitely document the replacement, though.

AFAICT the plan to scrap Runners is no longer imminent. Removing wonfix for now but feel free to re-add it
