add horizon argument to poisson forecaster #190

the poisson forecaster (https://signaturescience.github.io/fiphde/reference/pois_forc.html) that we use internally inside of our count regression modeling wrapper is hard coded to horizon of 4 weeks. we should add an option to use a different horizon.
