Added debian12 packaging #277

This PR adds debian12 unofficial packaging. It also removes the debian_src setuptools command.

This still needs testing.

build-deb.sh and setup.py updates comes from silx (PR https://github.com/silx-kit/silx/pull/3831 and https://github.com/silx-kit/silx/pull/3812).
