Setup node cannot be dialed #1

Affects setup node every few days.

Seems to be fixed on recent deployment of setup node. Will keep this open in case it pops up again in the next week.

Just right now reappeared. Interestingly, the tcp socket is not open anymore on the setup node server but for some reason the yamux keepalive does not catch that and therefore the dmsg client assumes the connection is still alive and does not try to re-establish a session or update its entry.

The setup node would respond to a SIGINT, but not actually shutdown. Needs to be investigated as well.
