ux: external tenants UI #26

as long term goal for react UI, is also to support external tenants UI. before diving too deep into refactoring existing UI and messing with privileges and visibillity of the scheduler and editing buttons, etc., could we draft simpler UI for external users (users in role user, having api_networks filter)

see sner.flab.cesnet.cz documentation for external tenants and draft simple views for existing usecases ?

any implementation should be very light-weight at this point
