binning and region of interest #27

There seem to be some issues with the binning and ROI code implemented by Scott. Good thing we got on sky long enough to test it out. Example image screenshot attached.

I believe this is now fixed. There is a whole new command set from Mike Lesser's AzCam that separates binning from ROI. I simply keep the ROI at the default (full frame) and set the binning. A cursory test shows that the image looks OK.
