Should there be a way to identify a standardize layout for data in a particular format? #16

There are "data formats" that are standardized layout (or content) that are stored in a particular format. For example "ISP" is a standard layout in the HDF5 format, solar data "formats" in FITS format and "orbit digest" stored in CDF.
