add Naming Authority as a field #26

add Naming Authority as a field in global section for all resources. All fields used in the SPASE IDs should also be in fields within. It's possible that it also have begin and end time, to account for cases where authority changes over the lifetime of the resource (as has already happened with VxOs).

I think that this issue must be addressed after the release of SPASE Data Model, version 2.6.0.
