Reopening https://github.com/spesmilo/electrumx/pull/180 with an exception to ignore in mempool processing.

NOTICE: If you have hit the error in https://github.com/spesmilo/electrumx/issues/179 you will need to delete you electrumx DB and rebuild from scratch.
