remove automatic "get" step after "put" #181

Concourse has a new option to opt-out of the implicit get step after every put step. We can use this in places like slack alerts, CF pushes etc, and this will (a) speed up pipelines and (b) make the UI easier to understand

do after upgrade of Concourse 7.9.1
