Create ru_RU.lang #6

ru_RU.lang completely untested. Will require much more work later. Update comments in en_US.lang, renamed "Kapok Block" -> "White Kapok Block" since "Wool" renamed to "White Wool" in MC 1.8. So why not to do it for Vegan Option in 1.7.10? Also, added pack.mcmeta. This is very minor file which removes FML "missing pack.mcmeta file" message.
