Dynamic scale for the legend #87

I was looking over the website when I noticed that the current legend would become obsolete if the number of cases continue to grow past a certain threshold. For example, if we find that 80% of the highlighted regions are indicating higher than 1000 for the "potential cases", it would not be very informative to cut off at 1000, instead maybe scale up the legend to 10,000 or something similar.

I was thinking maybe doing this dynamically, where it works with the regional data would be a cool idea.

Good idea. Surya brought out the flip side that if it's fully dynamic and the max region is like 100 cases then having a strong color is kinda misleading. Surya based the numbers on what is a lot compared to other countries. I think we should monitor and see what happens and if we do decide to go dynamic we should find a good balance between dynamic and static.

On hold since I suggest we wait to see how things develop considering Surya put some thought into the numbers as is.
