Bad slurm.conf parameters #116

Currently sets:

DebugFlags=NO_CONF_HASH #  no reason to use this
SlurmctldDebug=3 # should be a word not a number
SlurmdDebug=3 # same

and the section headed

# By default, SLURM will log to syslog, which is what we want

is under compute, not under logging.
