Some non-functional changes to the slurm.conf template to provide a clean diff against the current OpenHPC example config (installed as /etc/slurm/slurm.conf.ohpc), which is now included as files/slurm.conf.ohpc, i.e.
Move options within the file where necessary
Remove options which are no longer functional
Change commented-out options to match
Also fixes CI so it works again and tests only on currently-supported OSs (CentOS7, RockyLinux 8.8).
