Anonymous Github gists should be banned #23

Here is an example:

"identifier": "anonymous", 
        "proof_url": "https://gist.github.com/anonymous/2b673790cdbb912eb2e294b635742839", 
        "service": "github", 
        "valid": true

This should not be a valid proof.
