Support for pt-BR language #143

I translated the interface strings that were available and a tag file in the ./BooruDatasetTagManager/Translations folder, which had a version translated into Chinese, so I did the same for pt-BR.

Apparently, the translation of the UI strings I found to translate is working. Some other strings remained as the original (I noticed that even for Chinese, there wasn't a way to translate them). Since I don't understand coding (I did everything with the help of VS 2022's Copilot), I recommend reviewing the parts of the code where I made changes to add support for pt-BR to ensure everything is correct. But as I mentioned before, I didn't notice any errors related to using the new language option in the program.

If the strings that remain in en-us can be translated, I'm available to do so. (Since I have the full context, I'll review the translations I've already done if needed)

Thank you. I will try to make the text translatable, which currently cannot be translated. I was just too lazy to link to resources for it :)
