Port for Borkel's Realistic Night Vision Goggles (NVGs and T-7) v1.5.1

Created for EFT 0.14.1.3.29351 & SIT 1.10.8854.18454

Thank you! For the sln file, you don't need to include it, just add the csproj file to the existing solution that includes all the projects. Additionally, you need to update the master list with this mod.
