File migrations? #14

The scripts here, currently do not address file migrations at all. The main question is whether to recommend that the Drupal 8 site pull in files over HTTP or should the D8 site first have files synced to its local system.

File migrations started working here: https://github.com/stevector/migrate_pantheon/pull/23 I commented out the test of them here because of CI failures: https://github.com/stevector/migrate_pantheon/pull/39

I need to investigate what caused the breakage.
