A user may not be able to log into Overdrive #9

Not all users will be members of libraries that are part of the Overdrive
library account. Therefore for these users, the browser should present the
Evergreen interface without Overdrive interactions.

If a user cannot log into Overdrive:

1. The browser should still be able to show availability status and available
formats.

2. The place hold link on search result list or in result record should retain
the original action.

3. The my opac sections should not show a hold list or checkout list of
e-items, nor summary information of e-items.

The fix is a bit grotty, but achieves the desired effect. The code may need to
be refactored, though.
