Create a MANIFEST, and compare it to the installer at release time

We need to know exactly which files belong in the distribution, and that all files required are being installed and uninstalled through the installer.

This will require testing as well:

• Generate initial manifest of all files less excluded
• Test checks manifest file against a complete directory listing less excludes, complains if new files added
• Add new files manually to manifest (or write a script to do it)
