Installer doesn't set file association #275

Possibly when the most recent perl isn't installed with the installer. If this is the case, we should:

Disable the file assoc checkbox if the perl install checkbox is unchecked
Ensure the installer runs 'associate set' after the perl is installed

This is irrelevant. If Perl gets installed or is already installed, we'll set the file association. The checkbox does nothing if no Perl is installed and switched to.
