Add automation to check prod config to dev config

• Throw an error that a production config entry is different, tell user they will need to merge
• Update docs that refer to restoring from backup
• Update docs that development of berrybrew shouldn't have a prod instance

Instead, add a new OptionsOverwrite() to do the same thing as OptionsUpdate(force=true), and change OptionsUpdate() to only push new entries?
