Use octo-thorpe custom element #2

This is just to track the implementation and discussion of this, as it is already partially implemented. Sadly, I think you are correct that we can't use <#> and must use an element with a dash.

<octo-thorpe>Term</octo-thorpe>

should create the triple

<[url of referring page]> <octo:thorpes> <octo:digitalGardens>

Specifying link text different from octothorpe

Option A: <octo-thorpe href="Term">Link Text</octo-thorpe>

Option B: <octo-thorpe tite="Link Text">term</octo-thorpe>

Option ?: <octo-thorpe>Link Text #term</octo-thorpe>

Spitballin. Thoughts?
