Project repository setup - add higher level directory and sample project configuration #350

At the moment repository consists of a django application directory.

This makes extending the project (i.e. adding another django app) a bit inconvenient. Moreover, setting up the project is more time consuming as there's no project configuration skeleton.

Adding some README for new developers is also desired.
