Static UUID as secret key for development environment #567

To setup development environment faster in semi-automatic fashion I have setup static secret key and have changed password hash for the one, that validate password stx123.

What tests do I need to run to validate this change:

Setup new development environment and check if You are able to login as admin@volontuloapp.org with password stx123.
