Create "About Us" page #281

I noticed that in the website, there in no page or section dedicated to describing the motive, ownership and history of this website. Also, there is nothing clearly specified about the 'Privacy Policy" of the website.

I would like to solve this issue by creating a page dedicated to information containing the motive, ownership, history and "Privacy Policy" of this website. I will also assure that this thing does not hamper with the overall functioning of the website.

Please assign this issue to me under the gssoc label.
