Set the earliest start year to 1990 #683

Why was this change made? 🤔

Currently the earliest start year is set to Time.zone.today.year - 15 which is no longer earlier enough, we have acquired some content from as early as 1990.

How was this change tested? 🤨

âš¡ âš  If this change involves consuming from other services or writing to shared file systems, test that web archive seed and crawl accessioning (and maybe even SWAP system?) works properly in [stage|qa] environment, in addition to specs. âš¡

In my day, we had to walk uphill both directions in the snow and then we had to wait 90 more years to use the Internet. And we were thankful!
