This task is to enable the opened categories dropdown filter (in attached pic). This filter is not a bills API search term, like legislator name or bill status, so this will likely be a client-side filter
We should also rename "Bill Categories" to "Bill Campaigns"
for context/clarification:
Campaigns are "NY Renews" and "Invest in our Future"
Categories are more general and multiple can apply to one campaign, such as "Social Justice" or "Climate Jobs"
